8. Observations and advice for Gateway 3
Gateway 3 is the final statutory gateway before submission; it involves the Planning Inspectorate assessing whether the plan is ready to be submitted for examination.
Gateway 3 is the final statutory gateway before submission of the Local Plan for independent examination. A person appointed by the Secretary of State must assess whether the plan meets planning regulations and the tests of soundness before it is submitted for Examination. The assessor must provide their conclusions in writing on whether each prescribed requirement has been met, together with a clear explanation for each conclusion.
