4. Submission & Examination

The plan is formally submitted to the Secretary of State for examination by an independent planning inspector.

The Inspector chairs an examination in public to check that all legal requirements have been met and that the plan is consistent with the NPPF.

The Inspector will consider whether the plan is ‘sound’ and has been prepared in accordance with legal and procedural requirements (legally compliant) and in cooperation with other local authorities and prescribed bodies, such as the Environment Agency (Duty to Cooperate). The Inspector will also consider if the plan has been positively prepared, is justified, effective and consistent with national policy.
